As Albert Wohlstetter1 has argued, employment of the term arms race to characterize the Soviet-American military relationship of the past twenty years misleads as much as it informs. Hoverer, it is a fact that the world at large, with some justification, believes there to be, extant, a “nuclear arms race.” In macroscopic terms, at least, this belief is not unreasonable."
